To ask the Secretary of State for Foreign and Commonwealth Affairs what representations have been made by Her Majesty's Government concerning the decision by the Russian Government to slow, or cease, the withdrawal of troops from the Baltic countries; and if he will make a statement.

We are in frequent contact with the Russian Government about the withdrawal of former Soviet troops from the Baltic states and will, of course, be expressing our concern about the latest developments. We were encouraged by the Russian/Lithuanian agreement of 8 September on the withdrawal of troops by 31 August 1993, and look to Russia to agree to, and implement, similar timetables with Estonia and Latvia, in accordance with the terms of the Helsinki declaration of July 1992.
