§ Mr. Douglas HoggWe are in frequent contact with the Russian Government about the withdrawal of former Soviet troops from the Baltic states and will, of course, be expressing our concern about the latest developments. We were encouraged by the Russian/Lithuanian agreement of 8 September on the withdrawal of troops by 31 August 1993, and look to Russia to agree to, and implement, similar timetables with Estonia and Latvia, in accordance with the terms of the Helsinki declaration of July 1992.
