§ Mr. Lennox-BoydHuman rights have improved since the fall of Mengistu. Freedom of expression has largely been restored and there is a commitment, enshrined in the July 1991 charter, to hold regional and national elections. Not surprisingly after an extended civil war, there remains great concern. We continue to discuss with Ethiopian authorities their internal security systems, instances of disfranchisement and delays in strengthening the judicial system.
