§ Mr. Douglas HoggWe are playing an active role in discussions of the five permanent members of the United Nations Security Council about restraining the level of arms exports to the middle east. The five have agreed guidelines governing such exports, and will be discussing mechanisms for confidential consultations at their next meeting in Washington on 28 and 29 May.
