§ Mr. Kenneth CarlisleCircular 3/90 provides guidance to local highway authorities on the application of the Highways (Road Humps) Regulations 1990. The circular gives guidelines only to local authorities because they are required to meet the regulations. On 1 July 1992 we propose to commence a provision of the Road Traffic Act 107W 1991 which will give the Department powers to authorise, on local roads, humps which do not comply with the regulations. We will shortly be advising local highway authorities, by means of a further circular, on how these powers will be exercised.
