To ask the Secretary of State for Northern Ireland what steps have been taken in relation to the introduction of waste recycling schemes; and if he will make a statement.

Mr. Needham

Legislation for Northern Ireland containing provisions for waste management similar to those in part II of the Environmental Protection Act 1990 is in preparation. It will require district councils to include recycling as part of their waste management arrangements and to provide a recycling plan for the district.

In the interim, the Government will encourage the growing interest in recycling in Northern Ireland and support the many district councils, businesses and voluntary groups who are participating in recycling materials such as glass and paper.
