To ask the Secretary of State for Wales what consideration he has given to the criteria to be adopted to guarantee environmentally sound management of hazardous and toxic wastes exported to and from EC member states under the revised draft EC regulation COM (92) 121, insofar as it would affect Wales.

Under the current draft of the EC Waste Shipments Regulation, all shipments of waste would have to be destined for a facility authorised by the importing country. The Secretary of State considers that the environmentally sound management of waste would continue to be secured by the existing domestic statutory requirements, including licensing conditions, applying to the facility in question. The competent authority concerned would be able to object to shipments which would lead to a breach of such controls.
