§ Mr. MacleanThe Government took a leading role in the negotiations to revise the Montreal protocol in 1990, including the provisions for funding and technology transfer for developing countries which are designed to encourage maximum participation. We are fully committed to providing our contribution to the funding mechanism, and have also made considerable diplomatic efforts to encourage other countries to ratify the protocol. We also played an active role in negotiating the EC regulation which ensures the implementation of the revised protocol throughout the Community.
