Mr. Dobson

To ask the President of the Board of Trade what was the total sum paid out in fees by his Department to management consultants in 1979–80 and in each following year up to and including 1991–92; and what is his estimate for 1992–93.

Information on the fees paid to management consultants before 1984–85 was not kept in a form in which it could be separately identifiable. The information for subsequent years is as follows, although it has not always been possible to disaggregate expenditure on management consultancy from other forms of consultancy such as in information technology. The figures do not include fees paid by DTI agencies operating on a net running costs regime or as trading funds. The apparent reduction between 1986–87 and 1991–92 is a result of the shift of expenditure towards programme-related consultancies for which separate records are not kept. The figure for 1992–93, which takes into account the merger with the old Department of Energy, represents the allocation to management consultancy as a result of the Department's annual activity and resource management review.

The information requested for the years up to 1980–81 is no longer available and for 1981–82 to 1983–84 is available only at disproportionate cost. Expenditure by the Department of Energy on management consultancies for 1984–85 onwards is as follows:
