To ask the President of the Board of Trade whether, in relation to the application by Leppid Ace International Ltd., of King street, Twickenham, to export 5,000 handcuffs, and 1,000 wooden truncheons, helmets, anti-riot shields and field suits to Libya for use by the Libyan police, such exports are consistent with the United Nations resolutions on sanctions; what advice has been given by the United Nations as to whether the Libyan police are paramilitary in this context; whether the United Nations resolution is mandatory or discretionary; and if he will make a statement.
