§ Mr. David HuntThe responsibility for implementing the provisions of part I of the Environmental Protection Act 1990 in Wales is split between Her Majesty's inspectorate of pollution and district councils. HMIP is responsible for dealing with applications for integrated pollution control from those industrial processes with generally a greater potential for pollution while district councils administer air pollution control over the less polluting processes.
These new controls are being phased in over a period of time—applications may be made up to September 1992 for local authority processes and to January 1996 for HMIP processes—and it would not be possible to estimate at this stage how many outstanding applications have yet to be made.
Any process operator who does not apply for authorisation within the allocated time is liable to prosecution.
