To ask the Secretary of State for National Heritage if he will set out the objectives of each division and branch of his Department.

Mr. Mellor

Divisions and branches within my Department pursue objectives in support of my responsibilities, which cover the arts, the Government art collection, broadcasting, film, tourism, heritage and sport. The spread of responsibilities between divisions is as follows:

Arts Division

Arts Council. Crafts Council. Business sponsorship of the arts. Local authority arts funding issues and arts taxation. EC and Council of Europe cultural policy.

Museums and Galleries Division

National and local museums and galleries in England.

Libraries and Information Division

Libraries and information services. British Library, public libraries in England.

British Library St. Pancras Project

Management of British Library's St. Pancras Project.

Works of Art Unit

The mobile heritage; export licensing of antiques.

Broadcasting Policy Division

Broadcasting constitutional matters, review of BBC charter, Broadcasting Act 1990, radio, satellite and cable policy.

Media Division

International and financial aspects of broadcasting policy programme standards, television licensing, press freedom and regulation, films policy, including British Screen Finance, European Co-operation Fund, Audio Visual Eureka, film certification, United Kingdom Film Commission and MEDIA programme.

Sports and Recreation Division

Sport and recreation policy; sponsorship of Sports Council and Football Licensing Authority; safety in sports grounds; local authority and private funding of sport; children's play; international matters including Manchester Olympic bid.

Heritage Division

Financial aspects of heritage policy. Sponsorship of English Heritage, the Royal Commission on the Historical Monuments of England and other heritage bodies. Policy on the conservation and use of historic buildings and monuments. European and International Liaison on the built heritage.

Royal Estate Division

Contracting out work in the Royal Parks. Establishment of Royal Parks Agency. Regents Park Zoo. Sponsorship of the Royal Armouries, Historic Royal Palaces Agency, Royal Fine Arts Commission and Royal Household Works Programme. Ceremonials.

Royal Parks Division

Management of the Royal Parks.

Tourism Division

Development of tourism's contribution to economic and employment growth, ensures the Tourist Boards cost effectively fulfil their objectives, and represents the industry's concerns to Whitehall, outside organisations and the European Communities.

Finance Division

Financial Management; accounting systems; Estimates; Public Expenditure Survey forecasts; additional responsibility for National Lottery Bill.

Implementation and Review Division

Implementation of the new Department; project management; information technology; provision of internal services; review/co-ordination of Department-wide matters.

Personnel Division

Personnel management; equal opportunities; welfare; pay; superannuation; conditions of service.

Historic. Rural Palaces Agency

An Executive Agency set up 1 October 1989. Responsible for managing the Historic Royal Palaces open to the public.
