23. Mr. George Howarth

To ask the Secretary of State for the Environment what is his latest estimate of the amount of capital receipts being held by local authorities in England and Wales.

Mr. Redwood

It is currently estimated that English local authorities held about £0.8 billion of usable capital receipts at the end of March 1992. In addition, authorities are estimated to hold over £5 billion of capital receipts which have been set aside as provision to meet credit liabilities.

Figures for Wales are a matter for my right hon. Friend the Secretary of State for Wales.

To ask the Secretary of State for the Environment if he will make a statement on the proposed financial settlement for local authorities for 1993–94.
