§ Mr. Llew SmithTo ask the Secretary of State for the Environment if he will make it his policy to increase the transparency in environmental policy formulation in the European Community during his presidency of the Environment Council.
§ Mr. MacleanThe United Kingdom welcomes in principle proposals in the fifth environment action programme to improve consultation with environmental groups, business and others during the formulation of draft legislation. We will be asking the Council to endorse the programme during the United Kingdom presidency.
