§ Mr. Llew Smith
To ask the Prime Minister, pursuant to his answer of 6 July 1992,Official Report, column 17, if he will set out the reasons why he does not intend to seek to change the rules concerning publicity for Council and COREPER meetings held during the United Kingdom presidency of the European Council.

§ The Prime Minister
The proceedings of the Council and of COREPER cannot be made public without the unanimous agreement of all member states. I therefore see no prospect of a change to these rules in the foreseeable future.
