§ The Prime Minister[holding answer 7 July 1992]: The principle of subsidiarity is clearly defined in article 3b of the treaty on European union. It contains a presumption of activity at national level. Work will be undertaken during our Presidency on practical steps for implementing the principle of subsidiarity in line with the conclusions of the Lisbon European Council.
