Mr. Flynn

To ask the Secretary of State for Social Security what is the estimated cost of implementing each of the recommendations in the eighth report of the Social Security Advisory Committee regarding young people's benefit entitlements.

Mr. Burt

On the recommendation regarding removing the general exclusion of 16 and 17-year-olds from benefit, information about the cost of restoring entitlement to income support is not available.

On the recommendation that young people under 25 living away from home should be paid the full rate of income support, the information is in the table.

Benefit Cost (£ million)
Income support 80
Community charge benefit 5
Housing benefit 25
Total 110
