To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to utilise the procedure outlined in article 14.1 of the 1971 Montreal convention to refer to arbitration the jurisdictional dispute with the Government of Libya concerning the two men named in the warrant issued in relation to the bombing of Pan Am flight 103.

On 21 January the Security Council adopted unanimously resolution 731. This urged the Libyan Government to provide a full and effective response to the requests addressed to it by the British, French and United States Governments, which include a demand for the surrender of those accused of the bombing of Pan Am flight 103. We await Libya's response.
