§ Mr. Douglas HoggThis subject was raised at my meeting with NGOs to discuss non-proliferation on 26 November 1991. More recently, Dr. David Lowry of the European proliferation information centre (EPIC) had a meeting with an official from non-proliferation and defence department at which this issue was discussed.
