§ Mr. FallonThe local authority grant settlement for English local education authorities for 1992–93 took account of the broad range of pressures facing them and the increase of 7.1 per cent. should enable them to meet all the duties placed upon them in respect of pupils whose statements of special educational needs specify speech therapy as special educational provision.
