§ Mr. HowardResponsibility for training in prisons lies with the prison service. Time spent in prison counts as a period of unemployment for the purposes of qualifying within the priority groups eligible to enter employment training, which is delivered by training and enterprise councils. On employment matters, the employment service helps and advises ex-offenders through its extensive jobcentre network.
