HL Deb 17 December 1992 vol 541 cc47-8WA
Lord Brougham and Vaux

asked Her Majesty's Government:

What plans they have regarding future aid for Guyana.

Baroness Chalker of Wallasey

We have concluded that it would be right to resume capital aid, following the holding of free and fair elections in October. We plan to provide up to £2 million of programme aid immediately for disbursement before 31st March 1993, conditional upon IMF Board approval of a new Enhanced Structural Adjustment Facility (ESAF) arrangement for Guyana on 21st December. We will also be ready to consider new requests for technical co-operation. We will consider our longer term plans early in the New Year, after further discussions with the Government of Guyana.
