Whether they are satisfied that the increases in standard spending assessment for personal social services agreed with local authorities for each of the years 1991–92 and 1992–93 are large enough to cover fully the additional cost to the authority of implementing the Children Act in relation to

(a) the additional mandatory duties laid on local authorities by the Act;
