§ The Parliamentary Under-Secretary of State, Department of Health (Baroness Cumberlege)The Government are satisfied that adequate resources have been provided for the implementation of the Children Act 1989. The financial implications of the Act were discussed in detail with the local authority associations during the 1991 and 1992 public expenditure surveys. The local government finance settlements for those years took full account of the introduction of the provisions of the Act of 14th October 1991, and their continuing implementation. Standard spending on children's services in England for 1992–93 was 27.1 per cent. higher in cash terms than for 1990–91 and 14.1 per cent. higher in real terms. The provisions of the Children Act 1989 generally do not apply to Northern Ireland, and only Section 19 of Part III applies to Scotland.
