To ask the Secretary of State for the Environment if he will make a statement on integrated pollution control.

The Government introduced comprehensive new controls on industrial pollution in the Environmental Protection Act 1990, part I of which requires operators of processes with the greatest potential for pollution to seek prior authorisation from Her Majesty's inspectorate of pollution (HMIP) under a system of integrated pollution control.

Integrated pollution control came into effect for all new processes on 1 April 1991, and the requirement for authorisation of existing processes will extend to all relevant industries by 1995. By the end of 1992–93 some 650 plants in 13 industrial groups will have become subject to IPC.
