HC Deb 09 December 1992 vol 215 cc703-4W
32. Mr. Flynn

To ask the Secretary of State for the Environment what changes there have been in the average rent for(a) council houses and (b) council flats from 1979 to 1991 in England.

Sir George Young

My Department does not have separate estimates of average rents for local authority houses and flats. The estimated average weekly rents for council dwellings at April of each year in England from 1979 to 1991 are:

Year £ per week at April
1979 6.41
1980 7.70
1981 11.42
1982 13.48
1983 13.97
1984 14.66
1985 15.54
1986 16.36
1987 17.70
1988 18.82
1989 20.70
1990 23.76
1991 27.28

The estimates for 1979 to 1990 are based on the Chartered Institute of Public Finance and Accountancy's annual survey of local authority housing rents. The estimate for 1991 is derived from local authorities' housing revenue account subsidy claim form returns to the Department.
