To ask the Secretary of State for Wales when he plans to upgrade the heads of the valley road to a dual carriageway.

Plans to dual the heads of the valley road were announced in May. The start of construction depends on completion of engineering design and statutory procedures and the availability of finance. A start is unlikely before 1997. Engineering design consultants are to be commissioned shortly.
