To ask the Secretary of State for Wales when he expects the Llantarnam bypass to be(a) started and (b) completed.

The A4042 Llantarnam bypass scheme is planned to start before April 1994 subject to satisfactory completion of engineering design and statutory procedures and the availability of finance. It will take about two years to complete.
