To ask the Secretary of State for Scotland what is his policy on the education of children with disabilities or special needs; and if he will make a statement.

Primary responsibility for the education of children with special educational needs lies with education authorities. It is their duty to make available for all children in their area adequate and efficient school education which must include provision for children with special educational needs. Additionally, for children and young people with pronounced, specific or complex special educational needs requiring continuing review, authorities have a duty to open a record of needs and to ensure that the provision they make provides fully for the needs described in that record.

Financial provision to enable authorities to carry out these duties is included in the aggregate external finance settlement.
