§ Mr. Allan StewartThe draft of EC directive COM(90)328, which is still being discussed by the Council of Ministers, relates to the control of shipments of nuclear material. The effect of any directive on any dry storage of spent fuel is therefore speculative. No formal application to construct spent fuel storage facilities at Torness is before the Secretary of State.
