HC Deb 20 November 1991 vol 199 c217W
Mr. McMaster

To ask the Secretary of State for Scotland if he will make special financial provision to assist local authorities to provide accessible information formats, such as Braille, large print, tape or videos in sign language, in public libraries; and if he will make a statement.

Mr. Michael Forsyth

Statutory responsibility for the local authority public library service in Scotland lies with the local authorities themselves and not with the Secretary of State. It is for each local authority to determine the nature and scale of the service in its area in accordance with its duty to provide adequate library facilities for all persons resident in the area.
