To ask the Secretary of State for Wales (1) if he will make it his policy to increase the hectarage payments made under the hill livestock compensatory allowance to the level of the limit set by the European Community;

(2) if he will make it his policy to increase the level of headage payments for(a) cows,(b) hardy breeding ewes and(c) other ewes in both severely disadvantaged and disadvantaged areas.

The payment arrangements for the hill livestock compensatory allowance scheme are considered within the context of the autumn review of economic conditions and prospects for our hill and upland farmers. The HLCA payment arrangements to apply from 1 January 1992 will be announced as soon as possible.
