To ask the Secretary of State for the Environment what monitoring his Department has done with regard to the quality of grant-aided work in relation to paragraph 109 of DoE circular 12/90; and if he will make a statement.

As paragraph 109 of circular 12/90 explains, the quality of grant-aided work is ultimately a matter between the applicant and the building contractor. That paragraph also makes clear that payment of grant is conditional upon the works being executed to the satisfaction of the local housing authority, and that authorities should not certify as satisfactorily completed any works displaying an unacceptable quality of workmanship, or where the objectives of the grant are not met. Monitoring of the quality of grant-aided work is therefore already undertaken by local authorities and there is no need for the Department to be involved.
