§ Mr. FlynnTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will seek to include on the agenda of the next meeting of the international organisations in Vienna a discussion of the proposals by ambassador Tetsuya Endo to extend the scope and increase the budgets of the International Atomic Energy Agency safeguards budgets.
§ Mr. Douglas Hogg[holding answer 20 May 1991]: Safeguards are on the provisional agenda of the June IAEA board of governors meeting and any related issues will no doubt be discussed then. We are studying the issues involved and will carefully consider all proposals.
