To ask the Secretary of State for the Home Department how many prisoners were transferred under the provisions of circular 3790, and its predecessor circular 1074 from dispersal prisons in England and Wales for each of the last five years.

The table shows, for 1990–91, the net revenue budget of each English county police force, as notified by the police authority; the police component of each county's standard spending assessment; the relevant population of the county; and the budget divided by the population.
