§ Lord James Douglas-HamiltonThe allocation of resources to public library services is not a matter for the Secretary of State, but for individual local authorities—usually the district and islands councils, but Highland, Borders and Dumfries and Galloway regional councils in their respective areas—which have a statutory duty to secure the provision of adequate library facilities for all persons resident in their area.
