§ Mr. ChopeWe have considered this very carefully. We have concluded that there would be considerable benefits in including photographs on driving licences. Technological developments will make the inclusion of photographs on driving licences feasible in a few years at a modest additional cost. Accordingly, we are issuing a consultation document inviting views on the proposals today.
