To ask the Secretary of State for Wales what proposals he has to fund the Keep Wales Tidy campaign and National Rivers Authority proposal for a consortium to undertake a two-stage clean-up of the River Taff and its banks.

I understand that the Keep Wales Tidy campaign expects to fund phase 1 of the project—the study phase—from contributions by the Welsh Development Agency, the National Rivers Authority, the Cardiff Bay development corporation and local authorities in the Taff valley.

When phase 1 has been completed the local authorkties concerned will be able to apply for funding for the next phase—the project proper—from the urban programme and such applications would be considered alongside other competing priorities for urban programme support. The next opportunity to submit such bids will be at the end of July this year for projects commencing in 1992–93.
