§ Ms. RuddockTo ask the Secretary of State for Education and Science (1) on what date the funding agreement for Haberdashers' Aske's city technology college was signed and executed on his behalf;
(2) what security will be provided by the Haberdashers' Aske's Hatcham college trust to guarantee its capacity to make any repayments of capital grants that may fall due under the provisions of section 105(5) of the Education Reform Act 1988;
(3) whether the terms under which the land and buildings of the existing Haberdashers' Aske's Hatcham schools will be leased for the purposes of establishing the Haberdashers' Aske's city technology college have been agreed and approved by the Charity Commissioners.
§ Mr. EggarA funding agreement with the Haberdashers' Aske's city technology college trust was signed on 21 December 1990. The entry into force of this agreement is conditional on the granting of a lease of the schools and their premises to the trust in a form agreed with the Secretary of State. Discussions on this subject between all concerned, including the Charity Commissioners, are currently taking place. Paragraph 24(A)iv of the funding agreement describes how repayment would have to be made.
§ Ms. RuddockTo ask the Secretary of State for Education and Science if he will list the items of works and supplies on which he has determined the total amount of his contribution towards the capital costs of establishing 187W the Haberdashers' Aske's city technology college, including his current estimate of the cost of each item; and in respect of the building works, whether they are planned to be carried out on the boys' or the girls' site of the city technology college.
§ Mr. EggarMy right hon. and learned Friend has agreed to make available £5.5 million towards the capital costs of establishment of the Haberdashers' Aske's city technology college, which may be apportioned as follows:
£K New Build 2,090 Repairs/refurbishment 1,420 External works 330 Furniture and Equipment 700 Fees 460 VAT 500 Total 5,500 An approximately equivalent amount is to be spent on refurbishment of both sites, although some additional 15,000 sq ft of new build is to be provided at the girls' site, but this will be for shared use.
§ Ms. RuddockTo ask the Secretary of State for Education and Science what proportion of any overrun on initial capital costs of establishing the Haberdashers' Aske's city technology college he has agreed to meet under the equivalent of paragraph 8(iv)(a) of the model CTC/CCTA funding agreement placed in the Library on 31 October 1990.
§ Mr. EggarMy right hon. and learned Friend has agreed to meet up to 80 per cent. of any overrun of initial capital costs which, in accordance with paragraph 8(iv)(a) of the model funding agreement are deemed necessary and could not have been foreseen at the time the cash limit was set.
§ Ms. RuddockTo ask the Secretary of State for Education and Science (1) under the funding agreement for the Haberdashers' Aske's city technology college, what is the total cash limit that has been agreed for the capital expenditure necessary to establish the college; and how much of this capital expenditure will be borne by him and how much by the private sponsors of the city technology college;
(2) what account he has taken of the availability of cash in private sponsorship towards the Haberdashers' Aske's city technology college in determining the amount of capital funding required from public sources to establish the college; and what part of this will be contributed toward the initial capital costs of the college;
(3) how the private contribution towards the capital costs of establishing the Haberdashers' Aske's city technology college will be divided between (a) the value of the land and buildings of the existing Haberdashers' Aske's Hatcham schools and (b) other capital costs of establishing the college; and on what basis the value attributed to the private sponsors under (a) has been varied from the earlier assessment of the district valuer referred to in his reply of the 13 November 1990, Official Report, column 101.
§ Mr. EggarMy right hon. and learned Friend has agreed a total cash limit for the project of £8.945 million, of which he will provide £5.5 million and the sponsors a188W 99-year lease of the sites and premises of the schools, currently valued at £3.445 million, for educational purposes. No further valuation has been sought from the district valuer since my reply of 13 November 1990, Official Report, col. 101. In addition, the Haberdashers' Company has agreed to underwrite sponsorship of £1 million, which may be contributed towards capital costs.
§ Ms. RuddockTo ask the Secretary of State for Education and Science what arrangements have been written into the funding agreement for the Haberdashers' Aske's city technology college relating to the payment, including the timing of the payments, of capital costs for establishing the college.
§ Mr. EggarAs stated in paragraph 8(iv) of the funding agreement, the arrangements, including the timing of capital payments, will be in accordance with annex 2 of the agreement.
§ Ms. RuddockTo ask the Secretary of State for Education and Science whether he has included any variations from the terms of paragraph 9 of the model CTC/CCTA funding agreement placed in the Library on 31 October 1990 in the funding agreement for the Haberdashers' Aske's city technology college.
§ Mr. EggarThere are several small amendments to the funding agreement to take account of the circumstances relating to this particular project.
§ Ms. RuddockTo ask the Secretary of State for Education and Science what is the total number of pupils(a) under and (b) over school leaving age that he has agreed to fund at the Haberdashers' Aske's city technology college from September 1991; and what is the total number of pupils in each age group that is planned for the college once it has reached its full capacity.
§ Mr. EggarIt is intended that the college will open at capacity with 900 pupils under school leaving age and 200 pupils over school leaving age on roll. Actual numbers may vary slightly from these figures.
