§ Mr. NeedhamLicenses for the disposing of controlled wastes are issued by the district councils. The wastes include industrial wastes, certain of which may comprise substances in concentrations considered to be hazardous or toxic (defined as "special wastes"). Licenses which provide for depositing these types of waste have been issued for sites at Culmore, Londonderry and Dargan road, Belfast by the Derry and Belfast city councils respectively.

In 1990 the Government published "A Review of Waste Disposal in Northern Ireland" commissioned from the waste management consultants, Aspinwall & Co. Ltd. The review suggests various options for waste management. Comments on the review have been received from the 26 district councils and other interested bodies, and the Government are now formulating a waste strategy for Northern Ireland which will be the subject of further public consultation this year.
