§ Mr. BaldryThe Environmental Protection Act 1990 requires all waste collection authorities to prepare recycling plans. We have issued guidance on how to draw up the plans for consultation. We have also distributed £12 million of supplementary credit approvals for 1991–92 to enable local authorities to invest in recycling. This will add significantly to measures already in place to encourage recycling.
