§ Mr. Tony LloydTo ask the Secretary of State for Foreign and Commonwealth Affairs what proportion of the United Kingdom financial assistance under the PHARE—Poland Hungary Aid for Reconstruction of the Economy—programme is being made directly to eastern European countries so that they can select and buy in their own preferred specialists and advisers to help them on social issues, including development of trade union organisations.
§ Mr. Lennox-BoydCommitment of all the PHARE programme funds for central and eastern European countries is determined by the European Commission a nd the Management Committee of Member States; no funds are made available to central and east European Governments to use at their discretion. The development of trade union organisations is not one of the PHARE programme's priorities.
