asked Her Majesty's Government:

Whether they will review the present arrangements for funding investment in British Rail to ensure that the opportunities arising from the completion of the Channel Tunnel can be fully realised (particularly in Kent through the construction of an international station at Ashford).

The Minister of State, Department of Transport (Lord Brabazon of Tara):

From the outset the Government have made it clear that British Rail's investment in Channel Tunnel services must be commercially justified. Subsidies are indeed specifically prohibited by the Channel Tunnel Act 1987. British Rail plans to invest some £1.4 billion on this basis.
