§ Mr. BowisTo ask the Secretary of State for Education and Science if he has any changes to announce to cash limits on votes within his responsibility for 1991–92.
§ Mr. EggarSubject to parliamentary approval of the necessary revised estimates, the cash limits for class XI, vote 1, schools, research and miscellaneous services, and class XI, vote 2, higher and further education, will be amended. The cash limit changes are as follows:

The decrease on class XI, vote 2 results partly from the appropriation in aid of contributions from Wales to the programme of bursaries for the initial training of teachers 182W in shortage subjects. The remainder of the decrease results from the transfer of responsibility to regional health authorities for manpower planning to meet NHS needs across a range of professions allied to medicine and the accompanying costs of training courses. The decrease is net of an increase in provision for the Polytechnics and Colleges Funding Council to cover the costs to higher education institutions of providing two-year diploma in social work courses to replace certificate in social services courses run in further education colleges. Funding for this will be transferred from the Department of Health.
