What replies have been received by the UN Secretary General to his note verbale, requiring responses by 1st May 1991, addressed to the high contracting parties to the Fourth Geneva Convention, following Resolution 681; and what has been the outcome of the Secretary General's discussion with the ICRC.

We look forward to his doing so shortly.
