To ask the Secretary of State for the Home Department what nationalities are the 54 women drug offenders and the 18 men who escaped from open prisons in the last three years and were not recaptured; and who held their passports.

[holding answer 21 May 1991]: Of the 54 women drug offenders unlawfully at large after absconding from open establishments in the last three years 34 are Nigerian, five are Ghanaian, eight are Jamaican, one is Colombian, one is Swiss, one is Indian and four are Guyanian.

Of the 18 male drug offenders unlawfully at large after absconding from open establishments in the last three years seven are British, two are Nigerian, three are Jamaican, one is Dutch, one is Italian, three are Pakistani and one is German.

The information requested as to who held all their passports is not readily available and a search of immigration, customs and prison service case files would entail disproportionate cost.
