Mr. Dewar

To ask the Secretary of State for the Environment if he will publish an analysis of inter-regional transfers within England in 1990–91 and 1991–92 due to the operation of the uniform business rate, in a similar form to the tables placed in the Library, pursuant to his answer of 29 April,Official Report, columns 9–10.

The available information is as follows:

Provisional contributions from local authorities to the non-domestic rates pool do not represent the total amounts of non-domestic rates paid to the pool for each region, because

(i) properties on the Central and Crown lists make payments direct to the non-domestic rates pool. It is not known how much of the total yield from these properties relates to each region.

(ii) the provisional contributions made by local authorities to the non-domestic rates pool are calculated on the basis of the rateable value of properties on the local rating list as at 31 December the previous year.

Information about the actual rates payable in respect of 1990–91 is not likely to be available till November 1991.

To ask the Secretary of State for the Environment if he will estimate the average amount each domestic ratepayer was charged to cover the shortfall caused by non-collection in 1989.

To ask the Secretary of State for the Environment what was the total amount of community charge remaining uncollected in Tower Hamlets in April.

To ask the Secretary of State for the Environment if he will list for each local authority in London(a) the number of individuals who are liable to pay community charge and (b) the number who are exempt from the charge distinguished by exemption category.

The available information on the number of people liable, at 31 March 1991, to make a payment in respect of a personal community charge for each local authority in London is given in the table. For information on the numbers exempt, by exemption category, I refer the hon. Member to the answer I gave to the hon. Member for Leyton (Mr. Cohen) on 20 December 1990 at col267.
