Mr. Blunkett

To ask the Secretary of State for the Environment if he will show for each local authority(a) the gain or loss in area protection grant in million pounds and pounds per adult comparing 1990–91 with 1991–92 and (b) political control, for the current financial year.

Mr. Portillo

Area protection grant was not paid before 1991–92. However, it subsumes the safety net and the low rateable value areas grant which operated in 1990–91 and is payable to some of those areas which received help from both those sources, or through the safety net alone, in that year. The amount of area protection grant paid to any area is equal to the amount which it received in 1990–91 from these two sources less £25 per charge payer. Details are as follows:
