§ Mr. Douglas HoggOnly Iraq, the Soviet Union and the United States of America have publicly acknowledged possession of chemical weapons. None of these is in receipt of British overseas aid, although a know-how fund for the Soviet Union has been announced. No country has publicly admitted to the possession of biological weapons. It is not our practice to comment on the detailed information available to us about countries suspected of manufacturing, or exporting, chemical or biological weapons.
