Mr. Worthington

To ask the Secretary of State for Scotland (1) what was the relevant expenditure for local authorities on which grant from the Scottish Office would be paid in every year since 1979 at 1990–21 prices;

(2) what was the total grant paid to Scottish local authorities by the Scottish Office in each year since 1979 at 1990–91 prices;

(3) what is the total grant to Scottish local authorities expressed as a percentage of total relevant expenditure in each year since 1979.

Notes:

1. The figures in column 1 represent the original amount of rate or revenue support grant awarded for each year. These may have been subject to a later redetermination.

2. In column (5) the figures are for current expenditure including loan and leasing charges and are at final outturn to 1988–89, provisional outturn for 1989–90 and budget estimate for 1990–91.

3. Conversion to real terms figures in columns 4 and 6 is by means of the Treasury GDP deflator (October 1990). All years are at 1990–91 prices.

4. Non-domestic rate income is excluded on the grounds that, although since 1989–90 the level of NDRI has been controlled by central government and formed part of aggregate external finance, this was not the case in earlier years when business rate levels were set by local authorities.

(2) what was the combined budget of the Highlands and Islands Development Board and Training Agency in each of the Highlands and Islands Enterprise's local enterprise company areas in 1989–90 and 1990–91.
