To ask the Secretary of State for Wales what is the estimate of the number of empty residential properties in the private sector; and what is the estimate of the percentage this represents of the total number of residential properties in the private sector.

Based on housing investment programme returns from local authorities, there were at 1 April 1990 approximately 27,000 vacant dwellings in the private sector representing approximately 3 per cent. of the total number of residential properties in the private sector.
